Established as a contingent of the International Proletariat Class, the Communist Party of Nepal has traversed several ups and downs, twists and turns of class struggle and ideological struggle in the process of its development since 1949. This party, which was established with the clear objective of completing a new democratic revolution against feudalism and imperialism and ultimately heading towards establishing socialism and communism in Nepal, has, in the later days, successfully led the decade-long great People\\\\\\\'s War and other powerful popular struggles, thereby, making some great political changes and transformation possible.

The Constituent Assembly was dissolved because of the unwillingness of the traditional parliamentary parties to part with the power and privileges hitherto enjoyed by them at the expense of the legitimate aspirations and rights of the downtrodden and marginalized people. Even in this situation, we are trying our best to achieve a national consensus through appropriate compromise and trade off among the parties to end the ongoing political impasse.

We have not and do not reject flatly all the issues raised by Comrades including Kiran about the problems of our party. We have accepted and realized that there are some serious types of problems within our party. It has been very necessary to resolve all those problems. There may have some shortcomings in dealing with the status of some comrades. But, it was not true that these problems could not be solved. It was necessary to transform the party by systematic inner-struggles.

I always thought that we should balance these two factors. Balancing these two factors and practicing democratic centralism appropriately is not an easy thing. Sometime we have to emphasise on centralism and in other times in demoracy.
In the wartime, emphasis on centralism was obviously needed. At that time, it’s not much possible in debating much on political line. If we had been engaged in it we couldn’t wage the war, we couldn’t get victory in the battles.

To make the people sovereign in the real sense, a directly elected executive president is the only way. A presidential system is a must to end the inconsistencies of the parliamentary system. People will punish those who go against the public aspirations. So, there is no possibility of an executive president turning into a dictator.

I had made the proposal while preparing for the people�s war and building first plan and submitted in the central committee. I had submitted the 7-point commitments in the central committee so that the direction of the movements would not derail in the days to come. The central committee had passed as it was. To say that the party has deviated from the 7-point commitment is totally wrong because the rule of the development of class struggle, the rule of the development of movement is never in a straight line, there are ups and downs, there are turnings, and this goes ahead in curved line. We have to decide contemporary strategy on the basis of Nepal�s whole class struggle and international class struggle.
